You can't actually play as Luigi in the main game of Super Mario Odyssey, but you can find him in the game! Look for him in the Luigi's Balloon World mini-game after you beat the main story.

Just finished Odyssey last week! Luigi isn't unlockable for main gameplay but shows up in the awesome Balloon World mini-game after the main story.
Unfortunately, you can't unlock Luigi as a playable character in Super Mario Odyssey. He's only available in the Luigi's Balloon World mini-game, which you can access after completing the main story. But hey, it's still a blast!
