I unlocked Pichu by going through Classic Mode with different characters until the little electric mouse showed up. Took a while but totally worth it for those adorable self-inflicted shock moves!
Real talk: Just use the World of Light. It's more fun and you get Pichu along the way. Trust me, it's worth it!
Just fight a bunch of battles. Pichu will eventually pop up as a challenger you need to beat. It's pretty straightforward!
