To unlock Shao Kahn in Mortal Kombat 11, you need to purchase him as downloadable content (DLC) from the respective platform's store. Initially, he was a pre-order bonus, but you can now buy him separately.

Actually, Shao Kahn is only available through DLC purchases. Sorry, there's no in-game method to unlock him for free.
