To unlock terraforming in Animal Crossing: New Horizons, you first need to work on getting your island to a 3-star rating. This involves making your island appealing by planting flowers, placing decorations, and inviting more residents. Once you achieve that, K.K. Slider will visit your island for a concert, and the next day, Tom Nook will give you the Island Designer app, which includes the terraforming feature!

Just git gud and make K.K. Slider notice you. Basically, deck out your island till it's 3-star worthy. The day after his concert, you're in the terraforming business!
