To unlock terraforming in Animal Crossing: New Horizons, you need to work your way towards achieving a 3-star island rating. First, get K.K. Slider to perform a concert on your island, which happens the day after you hit that 3-star rating. Once he performs, Tom Nook will give you the Island Designer app the next day, which includes the terraforming feature. It's all about upgrading your island with decorations, villagers, and more to boost your rating!

I unlocked terraforming after what felt like forever decorating my island. Basically, make your island a place where any animal would love to live. More flowers, more decorations, and keep talking to Isabelle for feedback. Once you hit that sweet 3-star rating and enjoy K.K.'s tunes, you'll get the power to reshape your island however you want!
