First, you gotta beat Parallel Quest 38, 'Ultimate Power, Ultimate Saiyan.' After taking down Super Saiyan Goku and Vegeta, defeat Cell as the final boss. Good luck!

I unlocked Perfect Kamehameha by completing Parallel Quest 38 and making sure to take out Cell at the end. It was a bit tricky, but totally worth it!
