Go to the land you want to expand to, tap on it, and when the dialog pops up, use the required expansion permits!

You use expansion permits to unlock new areas of your farm! Just tap on the eagle icon on the far right and follow the prompts.

Honestly, you just need to tap on the locked area and use your permits. Boom, expanded!
