To use VATS in Fallout 76 on Xbox One, just tap LB (Left Bumper) on your controller. This brings up VATS, and you can then choose the part of the enemy you wanna hit. Remember, VATS doesn't slow time like in past Fallout games because 76 is always online.

Just press the LB button, but honestly, I barely use VATS in 76. It's just not as handy since it's all real-time now.

Aim with LB and good luck. VATS isn't the magic bullet it used to be, but it's still pretty useful for not missing every shot.
