Honestly, I think it just throws a dart at a map. Jokes aside, it usually picks the closest server to you.

Apex Legends auto-selects the best server for you based on your location and ping when you first boot up the game. You can manually change it by waiting at the title screen for a bit. A 'Data Center' option will pop up, letting you pick a different server based on ping and packet loss.
