Fallout Shelter scales by expanding your vault deeper underground. You start small, but as you get more Dwellers, you can build more rooms and levels. The game does a good job at gradually increasing the difficulty and complexity, introducing new challenges and resources as your Vault grows. Plus, the more you play, the more you unlock, like quests and special Dwellers!

Actually scales pretty well! I kept adding rooms and the game kept throwing new stuff at me. Never felt bored or like I hit a wall. You just gotta keep those Dwellers happy and busy, and the game rewards you with more content.
