Mobs in different regions adjust their level based on the highest level player in the area, but they cap at certain max levels for each region. Level scaling in Fallout 76 means no area is off-limits 'cause of your level. Enemies scale with you, making every encounter challenging but fair. Just remember, some areas have tougher enemies by default, so they'll still be a bit harder even with scaling.
Level scaling basically tailors the game to your level, so you're not facing impossible odds or just one-shotting everything in sight. Keeps the game interesting for both newcomers and old-timers!
Honestly, it's a bit of a mess. Sometimes you get mobs way above your level if a high-level player passed by recently. Makes solo play a wild ride in some spots.
