Starfield's NG+ probably works like other Bethesda games, slightly remixing things without handing you overpowered gear from the start.

I finished Starfield and jumped into NG+. The universe seemed familiar, but there was a refreshing twist, which kept things exciting. (Can't spoil it though, cause spoilers ain't fun!)
