Just to clarify, 'Refuse' only targets the controller of the spell, not the spell itself. So, you can't use it to cancel the spell. It's all about dishing out some punishment for casting those costly spells!

In MTG, 'Refuse' is part of a split card with 'Refuse // Cooperate'. Refuse allows you to target a spell and deals damage to that spell's controller equal to the spell's converted mana cost. So if your opponent casts a spell that costs three blue mana, casting Refuse would deal three damage to them. It's a fun way to turn their big plays against them!
'Refuse' is basically saying 'Nope, but also take some damage!' to your opponent whenever they try to cast something expensive. Pretty neat for a red/blue deck.
