He uses a colorblind mode setting in the game which changes blood color. You can try it too from the settings menu.

Shroud uses a custom color setting in PUBG. Just go to Settings > Gameplay > Colorblind Mode and select a blue option!

It's probably just a visual setting he adjusted. You can find various color settings in your PUBG options as well.
