The game ends when a player uses all of their tiles and the tile bag is empty, or when both players pass their turn consecutively. Then, the scores are tallied, and the highest score wins!
If neither player can make a move and both pass twice, that's it. The game ends and the points are counted.
From my experience, it usually ends with someone doing a victory dance because they just used their last tile!
