When someone drops their last tile and there are no more tiles to pick up, that's game over.
The game ends when one player uses up all their tiles and there are no more tiles left to draw, or if three consecutive turns from both players result in no points being added to the score.
If both players pass or swap tiles for three turns in a row without scoring, then it ends too. Happened to me once!
