Mega Evolution in Pokémon GO requires Mega Energy, which you can earn by doing Mega Raids or completing certain research tasks. Once you accumulate enough Mega Energy for a specific Pokémon, you can mega evolve it, granting it increased stats and a shiny new look for 8 hours.

Basically, to Mega Evolve a Pokémon, you need Mega Energy specific to that Pokémon. Do Mega Raids for it, and once you've got enough, boom! Your Pokémon gets a temporary power boost and looks awesome for 8 hours!
