The radio room in Fallout Shelter is all about attracting new Dwellers to your Vault from the wasteland and boosting the overall happiness of your Vault population. When you build and staff it with Dwellers, it periodically sends out broadcasts to the wasteland, drawing in new people. The higher the Charisma of the Dwellers working in the radio room, the more effective it'll be.
