When one player uses all their tiles, or neither player can make a move because they keep passing. Simple as that!
If someone finishes their tiles and the bag is empty, or both players pass twice consecutively, then it's game over.
The game ends when all tiles are used up or when everyone just gives up and starts staring at their phones. Been there, done that!
