Arcane Encyclopedia is a solid card in the right deck, especially in formats where games tend to go longer. It allows you to draw an extra card for 3 mana, which can be quite valuable in control decks or in commander where you have more time to set up and use its ability. It's not the flashiest card in the game, but it provides consistent card advantage over the course of a game.

Honestly, it's a bit slow. There are better card draw options out there. Arcane Encyclopedia costs 3 to cast AND 3 to use. In many games, that's just too much mana for what you get. There are quicker and cheaper ways to draw cards.

I've used Arcane Encyclopedia in my commander deck and it's a game changer. Being able to draw extra cards is always useful, but in a multiplayer game where things can drag out, it's gold. Don't underestimate the power of steady card draw.
