It's situational. In a fast-paced deck, you might not want your lands entering tapped. But in a slower, control-oriented deck, it's gold. Cycling makes it versatile.

Irrigated Farmland is pretty decent in decks that can afford to have lands come into play tapped. It's really useful in control strategies for ensuring you have the right colors of mana when you need them. Plus, being able to cycle it away when you don't need another land is a nice bonus. Not a game changer, but definitely has its place in the right deck.
