Fallout 4 took about 7 years to develop. Bethesda started work on it right after Fallout 3 was released in 2008, but it wasn't until 2015 that they finally released it. Talk about a labor of love!

only like 4 years, skyrim was in the way

Actually, it wasn't a full 7 years of development. Bethesda was also working on Skyrim during some of that time. So, while it was 7 years from Fallout 3, Fallout 4's dedicated development time was probably closer to 4 or 5 years. Still a hefty chunk of time.
