Too long if you ask me! Games now can be developed in less time but still deliver quality. However, GTA San Andreas is a classic, so maybe it was worth the wait.

GTA San Andreas took about three years to develop! Rockstar Games started working on it right after GTA Vice City was released in 2002, and San Andreas hit the shelves in 2004.
