It took around 3 years to develop GTA San Andreas. The game's development started in 2001 right after the release of GTA III and it hit the shelves in 2004. The team at Rockstar had to build a massive open world, which was groundbreaking at the time, so those 3 years were packed with hard work and lots of coffee!

Just about 3 years. They started after GTA III and basically worked non-stop. San Andreas was a huge leap forward in terms of open-world design, so yeah, it took a bit.
