In my experience, merchants pop up roughly every hour and a half. Just be patient and keep an eye on the map.
Merchants appear every 1.5 hours or so. Not fast enough? That's just part of the apocalypse!
It can take anywhere from 30 minutes to 2 hours for a merchant to appear. Happy hunting!
