Actually, it's all about the format. While you generally can have up to four of any non-basic land card, including artifacts, in formats like Standard or Modern, Commander (EDH) is where it gets unique. There, you can only have one of each card except for basic lands. So, one Sol Ring per deck in Commander, but feel free to stack four in your Standard or Modern decks!

In Magic The Gathering, you can have as many artifacts of the same type in your deck as you like, as long as it's a legal card in the format you're playing. Most formats, including standard and commander, don't have a limit on the number of identical cards (aside from basic lands) — that limit is usually four. So, load up on those Sol Rings or whatever your artifact of choice is, up to four copies in most cases!
