To open the Vault in MTG Arena, you need to collect 900 progress points. You mainly get these by receiving duplicate commons (0.1% per card) and uncommons (0.3% per card) beyond the 4-card playset limit. So, it's not about the number of cards per se, but how many duplicates you rack up!

Just grind those packs, my friend! Roughly speaking, it's about opening hundreds of packs, considering the duplicates you'll get along the way. No exact card count, but it's the duplicates that count towards the Vault.
