In MTG Arena, you can unlock a total of 15 decks as a new player through completing the Color Challenge and the New Player Experience. As you progress, new decks can occasionally be added through special events or expansions, but those initial 15 are what you start with!

Last I checked, you get 15 to start with. Pretty sure that hasn't changed unless they've added something new I missed.
