GTA San Andreas doesn't have 'levels' in the traditional sense like other video games. Instead, it's got missions. There are about 100 story missions you need to complete to finish the main storyline. But if you're aiming for 100% game completion, you've got side missions, races, and other activities to tackle, so the 'level' count gets way higher in that sense.

Just go with the vibe! There aren't 'levels' exactly but around 100 story missions to beat the game. Plus, tons of extra stuff if you're really into it.

I think the whole 'levels' question is missing the point of GTA. It's all about exploration and doing whatever you feel like. Sure, 100 missions to complete the story, but the real fun is in the chaos you cause along the way.
