How many refunds does Steam allow?
Steam basically says 'no questions asked' for refunds, as long as you request it within 14 days of purchase AND have played the game for less than 2 hours. So, technically, there's no limit to the number of games you can refund, provided each meets these criteria. Just don't try to game the system, or they might catch on!

Honestly, you can refund as many times as you like, as long as you stick to their rules: less than 2 hours of playtime and within 14 days of purchase. But if you start refunding a ton of games, it might raise some eyebrows at Steam HQ.
Infinite, as long as you play less than 2 hours and it's been less than 14 days. But don't abuse it, or you'll be on Steam's naughty list.
