The max number of settlers you can have in a settlement in Fallout 4 is based on your Charisma level. You start with a base of 10 settlers, and for each point of Charisma, you can have one more settler. So, if you max out your Charisma at 10, you can have 20 settlers, but with clothing and chems that boost Charisma, you can push that number even higher, up to around 30 settlers!

Just to keep it simple, you usually end up with around 20 settlers per settlement if your Charisma is maxed out. But with some tricks, you can go higher. No need to stockpile too many though; settlements start to get crowded!
