Technically, there's no hard limit, but don't push your luck. Steam is cool, but they're not blind to refund abuse.

I've refunded like 5 games this year alone and no issues. Just make sure you're not playing a whole lot before deciding to refund, and keep it within the 14 days window. Steam's pretty fair about it.

Steam doesn't have a strict limit on the number of refunds you can request, but they do warn against abusing the system. As long as your refund request follows their guidelines (games played for less than 2 hours and requested within 14 days of purchase), you should be good. But if you're constantly refunding games, Steam might take a closer look at your account.
