Dwellers in Fallout Shelter don't actually have a limit on how much they can carry! It's not like your usual RPG inventory system. They can go out to the wasteland and keep collecting items indefinitely, but the trick is, they can only bring back what they find if they survive the trip. So, technically, the limit isn't on how much they can carry, but on how long they can last out there.
