Grind time! Octavia's blueprints are quest rewards and mission drops. Main blueprint from Octavia's Anthem, parts from Lua and Derelict. Costs? Mostly in time.

Building Octavia is gonna take some work, my dude. Her blueprints are scattered across different missions and bounties. You'll need to grind for her main blueprint from the Octavia's Anthem quest. Notify Cephalon Suda for her chassis in Lua music puzzles, her neuroptics in the Orokin Derelict Survival, and her systems in Lua Caches. Once you have all the blueprints, crafting costs will rack up to about 25,000 credits and some common resources. Patience, tenno!

To get Octavia Warframe you鈥檒l need to do the Octavia's Anthem quest for her main blueprint and hit up Lua's music puzzles and Derelict Survival for her parts. Expect a grind, but it's worth it!
