You don't need to break the bank! A mid-range system with an RTX 2060 or RX 5700 and a decent i5 or Ryzen 5 CPU should also do the trick. You might get away with $800-1000.
With an RTX 3070 and a Ryzen 5 5600X, you can hit those max settings without a problem. $1200 should cover it.
War Thunder isn't super demanding! My rig with a GTX 1660 Super and Ryzen 5 3600 runs it very well. I spent around $700.
