Only dodge when you really have to, like when something urgent comes up or you're definitely in for a toxic game. Dodging more than once a day isn't recommended because of the escalating time penalties. Play smart!
From personal experience, dodging a couple of times a week hasn't caused me any major penalties. Just don't make a habit out of it, and you'll be fine.
In Valorant, you can dodge (leave before a match starts without picking an agent) without immediate penalty, but do it too often and you'll get a timeout starting at 3 minutes for the first offense. The more you dodge, the longer the cooldown will be, increasing to several hours if you keep it up. So technically, you can dodge as often as you want, but the consequences get steeper each time.
