New survivors, or Dwellers, in Fallout Shelter can pop up in a couple of ways. You can get new Dwellers by broadcasting through the Radio Room, which can attract them randomly over time. The frequency depends on your Radio Room's level and the charisma of the Dwellers working in it. Another surefire way to get more Dwellers is by pairing a male and female Dweller in the living quarters and waiting for them to 'get to know each other' - if you catch my drift. Babies take a few hours to be born and then another few hours to grow into contributing Vault members. So, it's not exactly about frequency, but more about how you strategize to increase your population!
