The Mysterious Stranger pops up randomly in Fallout Shelter. It's all about luck, but typically, you'll hear that mysterious piano sound and get a chance to find him a few times a day if you're actively playing. Keep your sound on, and when you hear that tune, start tapping around your vault to find him and snag some extra caps!

It's RNG (random number generation), so there's no set schedule. Just play regularly and keep an eye (and ear) out!
