Terraria? Sales? Just wait for the Steam Summer or Winter sales. That's your best bet. Anything else is just unpredictable.

From my experience, Terraria seems to pop up on sale a few times a year. Definitely during the Steam Summer and Winter sales, but I've also snagged it during a random Spring sale too. If you're not in a rush, just wishlist it on Steam and you'll get notified when the price drops.
