I can confirm Izuku Midoriya and his classmates start around 15-16 years old since they're first-year students.
The students are mostly teenagers, usually 15-16. Pro heroes' ages vary a lot more.
Most of the U.A. High School students, like Deku and Bakugo, are in their mid-teens, about 15-16 years old when they start. Pro heroes range from mid-20s to 40s and even older depending on the character.
