Gaara becomes Kazekage at 15-16 too, proving age is just a number when you're a boss.
Rock Lee is the same age as Naruto and the gang, so 16 at the start. His energy could probably power a small village.
Most of the Akatsuki members are pretty ancient compared to the Konoha kids, like 30s-50s.
