Oolong is about 3 years younger than Goku. So when Goku is 12, Oolong is around 9 years old.
From my experience watching the series, Oolong seems to be roughly 9-10 years old when the story starts.
In Dragon Ball, Oolong is young, but does anyone really care? He's a talking pig who can shapeshift. Focus on that instead!
