They can be a bit elusive, especially if you're not in a sunny climate. Best bet is looking during special events.
Not hard to find if you play regularly, but they aren't exactly common either. Check nests and events.
Used to be rare, but thanks to events and community days, they're about as common as Pidgey in a bird sanctuary.
I live in a city and I see them more often during special events. Best time to hunt is definitely during those!
