Honestly, the 'rarity' of villagers is all player-made. They're all equally likely to appear. It's just that some are more in demand. Like, everyone wants Raymond or Marshal, but good luck getting them to move in without trading. It's the player economy that makes them 'rare'.

There's no in-game rarity for villagers! Some are just more hyped because they fit the aesthetic dreams of many players. But technically, Raymond or any other popular face is as likely to pop up as any other.

Villager rarity in Animal Crossing isn't a thing like it is in some other games. Every villager has an equal chance of showing up, so you won't find one that's officially rarer than another. But, some villagers are definitely more popular or sought after in the community because of their designs or personalities. So, rarity is more about popularity and demand than actual game mechanics!

Totally depends on who you ask. If you're into trading villagers, some can seem super rare because everyone wants them. But, every villager has an equal chance of showing up randomly. Rarity is really about how much the community values certain characters.
