Full art Pokemon cards are amongst the rarer finds in the TCG universe. They're not your everyday pull from a booster pack and definitely fall on the rarer side compared to regular cards. In terms of rarity, they're up there but not quite as rare as Secret Rares or Rainbow Rares. So, if you pull one, know you've snagged something pretty special!
