Blastoise isn't impossible to find, but it's definitely on the rare side. You'll have better luck during events or in areas with water spawns. Keep on the lookout!

I've only encountered Blastoise a few times, and that was usually during special events. If you really want one, try evolving a Wartortle!

To be honest, Blastoise is kinda rare in Pokemon GO. You're better off focusing on getting Squirtles and evolving them.
