Not that rare if you ask me. I've seen her pop up a few times on different islands. It's all RNG. Just keep island hopping!

Ketchup is pretty unique because she's a peppy duck villager with a tomato theme, making her a favorite for many. But in terms of rarity, no villager in Animal Crossing: New Horizons is truly 'rare' since it's all about random encounters and the luck of the draw when they visit your campsite or you find them on mystery islands. That being said, she's sought after, so she might seem rare if you're hunting for her!
