Raymond is definitely on the rarer side in Animal Crossing: New Horizons because he's one of the few villagers who doesn't have an amiibo card as of my last check. This means you can only get him by chance through the campsite or by finding him on a mystery island, which makes him a hot commodity!
Honestly, Raymond's rarity is a bit overhyped. Yes, he's unique, but with enough time or Nook Miles Tickets, you'll probably come across him. Keep trying!
