I've been playing since 2016 and only caught one shiny Vulpix last year during a special event. So yeah, it's tough to find!
Not that rare, honestly. You just gotta grind a bit and participate in events.
Shiny Vulpix is super rare in Pokemon GO! You might have better luck finding a four-leaf clover while riding a unicorn.
