You can get the blue blood effect in PUBG by changing the color of the blood in the game settings. Just go to 'Settings' > 'Gameplay' and select 'Colorblind Mode', then choose 'Deuteranopia'.

To get blue blood in PUBG, use the 'Colorblind Mode' in the settings area. Shroud's done it that way too.
